Yes, and the charger is the part you should worry about least. Portable EV chargers routinely carry IP66, IP67 or NEMA Type 4 enclosure ratings, all of which describe equipment built to live outdoors. The receptacle they plug into, in a carport or on an exterior wall in a rental building, frequently carries no such rating at all.
What the ratings actually promise

Two things fall out of that table. First, a mated rating and an unmated rating are different numbers, and manufacturers publish both when they are being careful — A2Z publishes IP67 for its adapter body and IP54 when mated, which is the honest way to do it. Second, none of these ratings say anything about the receptacle.

What those numbers mean
23 ft against the 16 ft of the cheaper Lectron unit is the whole argument for this one. Cable length is the specification renters underestimate most and the one an extension cable is the worst way to fix.
IP66 means the housing tolerates jets of water. Read that as permission to leave the unit outdoors, not as permission to leave the outlet it plugs into exposed.
The manufacturer's 38 miles per hour figure assumes a car that can accept the full 9.6 kW. Halve your car's onboard charger rating and you halve that number.

What those numbers mean
The adjustable current is the feature that matters to a renter, and it is not a convenience. A 30 amp dryer circuit legally supports 24 amps of continuous EV load; a unit that can be set to 24 amps can use that circuit, and a fixed 40 amp unit cannot.
25 ft of cable is nine feet more than the common 16 ft, and nine feet is frequently the difference between reaching the car and not.
IP67 and a UL Type 4 enclosure describe the unit's own weather tolerance. They say nothing about the outlet it plugs into, which is usually the part that is not weather-rated.

What those numbers mean
Extending on the J1772 side is safer than extending on the wall side, because the EVSE is still the thing controlling current and it still sits between the outlet and the extension.
Read the last three specification rows together, because they are the honest part. The components carry UL certification but the assembled cable is not UL Listed, and the manufacturer says so plainly rather than letting the component certifications imply something they do not. It also tells you NEC Article 625 expects a charging cable to be integral to the station for a permanent installation, and that this cord is for portable or occasional use. No other extension we looked at publishes any of that.
48A is well above the 40A ceiling of plug-in Level 2 charging, so the cable is never the constraint. Used at 24 amps on a shared dryer circuit it has a great deal of margin, which is exactly where you want to be.

- Not a substitute for a charger with a long enough cable in the first place
Skip this one if: You have not yet bought the charger. Buy a unit with a 23 or 25 ft cable and skip the extension entirely — one continuous cable always beats two joined ones.
The receptacle is the weak point
An exterior receptacle should be in a weatherproof enclosure — the deep bubble-style cover that closes over a plug while it is in use, rather than the flat flip-lid that only closes when nothing is plugged in. In new construction that is standard. In a 1970s carport it frequently is not, and a flat lid propped open by a plug is a receptacle with an open face pointing at the weather.
- If there is a proper in-use cover: you are in good shape. Route the cable so water runs away from the outlet rather than along the cable into it.
- If there is a flip-lid only: a plug holds it open. Worth asking maintenance about a while-in-use cover; it is a cheap part and a reasonable request.
- If the receptacle is indoors and the car is outdoors: run the charger's own cable out, not a household extension cord in.
- If it is a shared outdoor outlet: consider a lock for anything small and detachable.
The drip loop, which costs nothing
Cold, heat and the numbers that get omitted
Operating temperature range is the specification most often missing from a listing, and it is the one that matters in a climate with a real winter. A2Z publishes -30°C to 50°C for both of its adapters; Lectron publishes -30°C to 50°C for its J1772-to-NACS adapter. Where a manufacturer does not publish a range, we say so on the product rather than assuming a typical one.
In practice cold affects the car more than the equipment — cold batteries accept charge more slowly and the car spends some of the energy warming itself. That is a real effect and it means a winter overnight returns less range than the same session in summer. It is not a fault, and no charger fixes it.
A workable permanent outdoor setup
- A charger with an IP66 or better enclosure and a cable long enough not to be strained.
- A while-in-use cover on the receptacle, or a receptacle in a sheltered position.
- A drip loop below the outlet.
- A hook, cleat or holster so the connector is never resting on wet ground when it is not in the car.
- A quick check of the plug temperature after the first long session, and again after the first cold snap.
That is the whole procedure. Charging outdoors is normal — the majority of the world's home EV charging happens under open sky — and the failure modes are boring and preventable. Charging outdoors safely goes further into the electrical side.
Questions people actually ask
Can you leave an EV charger outside permanently?
Yes, if the charger carries an outdoor enclosure rating such as IP66, IP67 or NEMA Type 4 and the receptacle has a proper while-in-use cover. The charger is usually rated for it; the outlet is the part worth checking.
Is it safe to charge an EV in the rain?
Yes. The connector and the vehicle inlet are designed for wet conditions and the charger will not energize the cable until it has verified the connection. Keep the connector off standing ground and use a drip loop at the outlet.
What does IP67 mean on an EV charger?
Dust tight, and protected against temporary immersion. Note that ratings are usually quoted for the enclosure alone; the mated connection is often a lower figure, and careful manufacturers publish both.
Does cold weather damage a portable charger?
Within its published operating range, no. Several manufacturers publish -30°C to 50°C. What cold does affect is the car — a cold battery accepts charge more slowly, so a winter night returns less range than a summer one.
