The cheapest genuinely good answer is usually a fixed-amperage 40A unit with a short cable — and the cheapest answer of all might be a Level 1 charger you already own. Before you spend anything, work out whether you actually need Level 2, because for a large share of renters the honest answer is no.
This page is about buying Level 2 cheaply without buying Level 2 badly. There is a real floor below which the savings come out of the safety listing, and that is the one line we will not help you cross.
How we judged this, before any ranking
Stating the criteria before the picks is the point — a budget list that ranks purely on price is a list of the cheapest things, not the best cheap things.
- A safety listing is non-negotiable. UL 2594 and UL 2231 are the standards for charging equipment. A unit that cannot name its listing is disqualified regardless of price. This is the money you do not save.
- It must plug in. Nothing hardwired, because a renter cannot use it — see hardwired vs plug-in.
- Published specifications. If we cannot source the amperage, cable length and listing to the manufacturer, it does not go on the list.
- Then, and only then, price tier. Within everything that clears the first three, we prefer the one that gives up the least useful capability.

What those numbers mean
9.6 kW is the ceiling this unit can deliver, not what your car will take. A vehicle with a 7.2 kW onboard charger draws 7.2 kW from it and no more, and that is a car limitation no charger fixes.
The 16 ft cable is the number to check before anything else. Measure from the outlet to where your charge port sits when the car is parked as it will actually be parked, not as you would like to park it. Sixteen feet disappears faster than people expect once it has to route around a wall.
A 40 amp unit needs a 50 amp circuit behind the outlet to run at 40 amps continuously. If the outlet is on a smaller breaker, the answer is a lower-amperage charger, not this one turned down.

What those numbers mean
The adjustable current is the feature that matters to a renter, and it is not a convenience. A 30 amp dryer circuit legally supports 24 amps of continuous EV load; a unit that can be set to 24 amps can use that circuit, and a fixed 40 amp unit cannot.
25 ft of cable is nine feet more than the common 16 ft, and nine feet is frequently the difference between reaching the car and not.
IP67 and a UL Type 4 enclosure describe the unit's own weather tolerance. They say nothing about the outlet it plugs into, which is usually the part that is not weather-rated.

What those numbers mean
1.8 kW sounds trivial next to 9.6 kW, and for a road trip it is. For a commute it usually is not: the average US driver covers well under 45 miles a day, and this replaces that overnight while the car sits anyway.
The honest ceiling is the socket, not the cable. A 15 amp household circuit shared with a refrigerator and a space heater will trip, and the fix is a different socket rather than a different charger.
This is the only category of EV charging that is genuinely invisible to a landlord. It draws less than a hair dryer and plugs into a receptacle that already exists.

Skip this one if: You regularly drive more than about 45 miles a day. Level 1 will fall a little further behind every night and you will spend the difference at public chargers.
The cheapest option is the one people skip
A Level 1 charger costs a fraction of any Level 2 unit, works from a socket that already exists, and needs nobody's permission. Twelve hours on 120V returns roughly 40 to 60 miles, which is more than the median US driver covers in a day.

The false economies
- An unlisted charger. The saving is small and the thing you gave up is the protection on a high-current circuit you leave running overnight.
- A 40A unit for a 30A circuit. It will not work, and no adapter changes that. If your outlet is a dryer receptacle you need an adjustable unit — the amperage guide has the arithmetic.
- A cheap charger plus an extension cable, when a slightly better charger with a longer cable costs less than the two together and has two fewer connections.

- Buying for the outlet you hope to have. Buy for the one you have measured and confirmed.
What a budget unit gives up in practice
Mostly convenience rather than capability. A fixed 40A charger with a 16 ft cable delivers exactly the same power to your car as a smart unit costing considerably more — the electricity does not know what it cost. What you lose is scheduling, energy reporting, the ability to step down onto a smaller circuit, and cable reach.
The one that bites hardest is cable reach, because it is the constraint people underestimate and the only one an accessory cannot fix cleanly. Measure the real route from outlet to charge port — around obstacles, not through them — before deciding a 16 ft cable is enough.

What is the cheapest Level 2 EV charger worth buying?
A fixed-amperage plug-in unit with a UL 2594 and UL 2231 listing and a cable long enough for your parking spot. Below that tier the savings start coming out of the safety listing, which is the one specification never worth trading away.
Do I need a smart EV charger?
Only if your electricity price changes by time of day, or you genuinely want the energy reporting. On a flat rate, scheduling saves nothing and the extra cost buys a feature you will configure once.
Is a cheap EV charger safe?
A cheap listed charger is safe; a cheap unlisted one is the risk. Look for UL 2594 and UL 2231 named explicitly. The price tier matters far less than whether the equipment was tested to the standard written for it.
Can I save money with Level 1 instead?
Very often, yes. A Level 1 charger costs a fraction of Level 2, uses an outlet that already exists, and returns roughly 40-60 miles over a twelve-hour night — more than most people drive in a day.
Is it cheaper to buy a short charger and an extension cable?
Usually not. A longer-cabled charger frequently costs less than a short one plus a purpose-built EV extension, and it has two fewer connections in a circuit that runs for hours at high current.
